Economic Development Role

The Town of Avon, Indiana (pop: 19,500 approx.) is seeking an Economic Development Director to implement the Town’s economic development strategy and incentive program, participate in business attraction, retention and expansion efforts and lead the marketing efforts for the Town. The Director will report directly to the Town Manager.

The five members of the Town Council serve as the legislative and executive body for the Town of Avon.  A council president is elected from among their peers and has the power to sign contracts, ordinances and decrees approved by the council.  The Council appoints a Town Manager to manage the day to day operation of the Town and the Council President appoints the Police Chief and Assistant Police Chief.
 
Council members are elected to serve four year terms. Two members are elected at-large (by the entire town) and three members reside in specific districts (District 1, District 2 and District 3) but are elected by the entire town.

Clerk Treasurer

The Clerk-Treasurer of the Town of Avon serves as the fiscal officer of the town and carries out various other responsibilities including:

  • receive and disburse monies on the order of the town council;
  • keep financial accounts and provide financial statements to the town council;
  • maintain custody of the records, books and papers of the town council; and
  • issue licenses.
Sharon Howell is the current Clerk-Treasurer for the Town of Avon. Mrs. Howell is a recipient of the Financial Management Award from the Indiana Association of Cities and Towns. She is also a Certified Municipal Clerk through the International Institute of Municipal Clerks. Mrs. Howell is married with three children and two grand children. She is a Board member of the Avon Parks Foundation. She is a member of St. Christopher Catholic Church.
Terry Sellmer is the Deputy Clerk Treasurer. Mrs. Sellmer has worked for the Town since 2008 as Administrative Assistant for the Avon Police Department. Mrs. Sellmer is married with one child. Mrs. Sellmer is a member of St. Susanna Catholic Church. Mrs. Sellmer has lived in Avon for 22 years.

The Avon Town Court started in 2000. 
Judge Maureen T. Owen holds court the first Thursday
of every month at 4pm (unless otherwise noted).
  The court handles infractions and ordinance violations.  
 
We only accept credit card, money order, or cashier's check.  No cash
or personal/business checks are accepted.
Credit cards are only accepted during business hours.  Payments are not accepted online or over the phone.
 
In addition to the judge, the court staff consists of one full-time

The Building Department oversees all construction activity in the Town, as well as permit review and building code compliance.
The Building Department's mission is to "to provide safe and secure places to live, work and play in Avon". The Building Department's staff will provide service that is "accommodating, fair and thorough."

Mike Tulli is the Building Commissioner. Mr. Tulli has been Building Commissioner since 1996. Mr. Tulli is a State Certified Building Inspector for Residential and Commercial Buildings. Mr. Tulli is a State Certified Plans Examiner.
 
 
Mr. Tulli attended Purdue University. He has worked for the City of Indianapolis as Local Building Official, Residential Inspector, Commercial Inspector, Inspection Supervisor and Plan Review Manager.
 
 
Mr. Tulli is a member of the Indiana Association of Building Officials and the International Code Council.

Planning Department
The Planning Department is responsible for overseeing a variety of town construction policies and regulations, as well as zoning code enforcement.
Jodi Dickey is the Director of the Planning and Building Department.  Jodi received her Master of Planning Degree from Indiana University and Bachelor of Science Degree from Purdue University. She has worked as Senior Planner for the Town of Fishers and Associate Planner for the Town of Westfield. She has worked as the Planning Section Chief of Outdoor Recreation for the Indiana Department of Natural Resources. She has worked as the Chief Landscape Architect for the Planning Division of Lake County Parks Department. She is a Certified Planner.
 
Desire Irakoze is the Assistant Planner. Dez received his Bachelor of Science degree in Community and Regional Planning from Iowa State University.
 
William Holden is the Code Enforcement Officer.
The Planning Department's mission is "Building the best community that we can as we look twenty years ahead".

Avon Police Departmentpatch
The Avon Police Department was established in 1996. The department's jurisdiction encompasses over 250 lane miles and serves a population of approximately 20,000 residents. The police department is staffed with 28 merit officers, 3 reserve officers, and an administrative staff that includes an Administrative Assistant and Detective Aide. The Police Department is led by Chief Sean Stoops and Assistant Chief Brian Nugent.

Chief Stoops is one of the first six officers hired as an Avon Police Officer in 1997. He was promoted to Detective in 2000 and became the supervisor of the Investigations Division in 2004.  Chief Stoops supervised the Investigations Division for over 10 years while also serving as a crisis negotiator and a firearms instructor for the Department.  Chief Stoops is also a graduate of the Indianapolis Metropolitan Police Department's Leadership Academy.  Stoops was appointed as the Chief of Police in April of 2014.  Prior to working for the Avon Police Department, Chief Stoops served in the United States Air Force for three years as well as the Indiana Air National Guard for four years. He has also worked for the Shelby County Sheriff's Department.

Assistant Chief Brian Nugent began working for Avon in 2003.  During his time with the agency, Nugent worked as a uniform officer for 2 years, after which he was promoted to the rank of Detective from 2005 to 2014.  In 2014, Nugent was appointed to the position of Assistant Chief of Police.  Assistant Chief Nugent has served as a crisis negotiator, field training officer, drug recognition expert, public information officer, and is a graduate of Leadership Hendricks County 2015 as well as the Indianapolis Metropolitan Police Department Leadership Academy in 2016.  Prior to working for the Avon Police Department, Assistant Chief Nugent served as an officer with the Tell City, Indiana Police Department.  Assistant Chief Nugent is also a graduate of Vincennes University as well as the University of Evansville where he obtained his bachelor's degree in criminal justice and sociology. 

The Avon Police Departments responds to over 15,500 calls for service per year for the community.  With a strong community policing initiative and a proactive approach to reducing crime, the Avon Police Department is at the forefront of modern policing and the use of technology.  For more information regarding our department activity, we invite you to review our annual reports from 2014, 2015, and 2016.
